The 26-year-old failed to settle at Everton after leaving Spurs for Goodison Park in January and was allowed to move to the Istanbul giants on a temporary switch.
Dele Alli scored his first goal for Besiktas during a 3-2 win away at Ankaragucu and Dier believes a fresh challenge could help revitalise his career.
The 26-year-old drifted into the box and got on the end of a header from Burnley loanee Wout Weghorst, producing a neat first time finish.
The goal was his first in league football in 378 days and supporters of the Turkish outfit will be hoping that it is the first of many.
“I spoke to him after his first game,” revealed Dier.
“I think he is happy to have a new challenge, somewhere fresh. I think he is excited by a new experience from a life point of view as well and all I heard were positive things from him
“He is young. 26. I think we all know in football things can change very quickly for anyone at any time so everything is possible. It is just up to us as individuals.”
Dele signed for Everton in January from Tottenham, but he completed a temporary switch to Turkey after being told he was free to find a new club. His seven months at Goodison Park saw him make just one start, playing 13 times.
Besiktas have options to sign Dele permanently, but he will have a year left on his Everton contract if they do not make that move.
Alli, 26, is hoping to reignite his career after failing to make an impact at Goodison Park since his free transfer from Spurs in January.
